Interlibrary Loan Procedures
I. Introduction
Interlibrary loan is a service provided to the patrons of the Nacogdoches Public Library. In accordance with the mission statement of the Nacogdoches Public Library, interlibrary loan supplements the library catalog by providing books and other materials not available in the library collection.
II. Definitions
A. Interlibrary Loan
This service is used to transfer requested materials from one library to another. The term encompasses both "lending" and "borrowing".
B. Lending
This service is offered to other publicly supported or not-for-profit libraries, which abide by the conditions set forth in the Conditions of Service, mentioned in Section IV.
C. Borrowing
This service if used to obtain materials from participating libraries to supplement the borrowing library catalog. The Nacogdoches Public Library adheres to the Conditions of Service mentioned in Section IV.
III. Codes of Procedure
Several codes of procedure are followed by the Nacogdoches Public Library to maintain accreditation by the Texas State Library Archives Commission.
IV. Conditions of Service
The Nacogdoches Public Library adheres to the Texas State Library Interlibrary Loan Protocol; the American Library Association and IFLA Telefacsimile Guidelines for Interlibrary Loan; the National Interlibrary Loan Code for the United States, c1993; the International Lending Agreement; the Principals and Guidelines for Procvedures 1987; Special Consortia and reciprocal agreements with other Libraries; Copyright Laws and CONTU Guidelines; and laws, rules, and procedures pertaining to interlibrary loan activity and confidentiality and privacy of patrons and records as mandated by the State of Texas Open Records Act, the Privacy Act of 1974, and the Millenium Copyright Act of 2000. A listing of all above policies and laws are located in Appendix A.
The Nacogdoches Public Library agrees to adhere to the statistical obligations mandated by federal state, local, consortia and network libraries in accordance with said library's procedures.
V. Interlibrary Loan Borrowing
A. As per a reciprocal agreement, borrowing is limited to patrons of the
B. Borrowed materials are limited to books and photocopies of periodical articles
C. Materials not available through interlibrary loan include:
1. New books--that includes fiction eight months and newer and non-fiction six
2. Popular books--including current bestsellers and recently announced Oprah
3. Reference or non-circulating books.
4. Rare or antique books.
Antique is defined as any book published before 1900.
5. Bulky or fragile items--including phonograph records and select audio-visual
6. Genealogy books.
7. Multiple materials for class room use.
D. Exceptions to any materials listed in Section V, Part C are at the discretion of
E. Copies of the Nacogdoches Public Library interlibrary loan request forms are located in Appendix A.
VI. Interlibrary Loan Lending
This service is offered to publicly supported and not-for-profit libraries which abide by the Conditions of Service mentioned in Section IV above. Materials, which normally circulate to library patrons, may be sent out on interlibrary loan. These include--books, adult and juvenile, dissertations, master's theses, and government documents. Holds for interlibrary loans are not placed on items already in use. Most items will be loaned for a period of six weeks, from the time the books are mailed until books are returned. Renewals are at the discretion of the loan officer or director. Photocopies will be provided at no charge for the first fifty pages and at a cost of $.10 for all subsequent pages.
Materials not available for loan include:
Audio-visual materials including audiobooks, compact discs (music or book), videocassettes and audio cassette tapes
Genealogy materials and all standard non-circulating reference materials
Two-week books
Request for items from participating libraries will be received by standard ALA Interlibrary Loan forms.
VII. Conclusion
Interlibrary loan lending on most items is usually completed within two business days or as downtime and holidays permit. Rush requests will be accommodated as time and staff permits. Lending may be prioritized based on library consortia and reciprocal arrangements.
